This is another one of those "Am I the only one noticing this.......?" episodes of NCIS. In the climatic scene, Gibbs watches (some might even say allows) while Franks murders a suspect. Then LETS HIM WALK AWAY! Sometimes it really seems like NCIS breaks more laws than the suspects do....
