The character has been referred to (but not by name) in earlier episodes, but we see Jeanne for the first time in Sandblast. We will eventually find out that she is the daughter of La Grenouille, and that DiNozzo is dating Jeanne under an alias as an assignment from Director Shepard. DiNozzo falls in love with her. The character is played by Scottie Thompson.

Sandblast (77): we see DiNozzo on a date with his girlfriend, who we will eventually learn is the daughter of La Grenouille
Smoked (80): We see Shepard and DiNozzo in an operation to plant bugs on associates of Le Grenouille.
Driven (81):We see Shepard and DiNozzo continue their operation against associates of Le Grenouille.

First appearance of the character in Shalom, the first episode of Season Four. Played by Liza Lapira. In Dead and Unburied we find out that Lee and Palmer are having a physical affair. Lee and Palmer sneak away in Once A Hero again, and later on Lee has a key role in solving the crime. Lee and Palmer climb into an ambulance together in Smoked.

Character played by Muse Watson. We first see him in flashbacks in Hiatus (Part 1). We see him in current time in Hiatus (Part 2). We learn he was the agent assigned to his wife's case, and in a flashback we see him provide Gibbs with information illicitly. When he sees Gibbs for the first time in Hiatus (Part 2), Franks calls Gibbs "probie", Gibbs calls Franks 'Boss". Franks kills a suspect at the end of Faking It. He tells Gibbs "I got my guy".

The character is introduced in A Voyeur's Web as Abby's unsought for assistant. The rest of the cast picks on him in each appearance. In Frame Up we learn that Chip is framing up DiNozzo because DiNozzo indirectly got Chip fired. Chip pulls a knife on Abby and Abby subdues him.

The character is introduced in Bete Noire. Pictures of him are seen in most of the episodes between Bete Noire and Reveille. We finally find out who he is in Reveille: We learn his name,we find out he likes to ride fast motorcycles, he went to Edinborough Medical School, he is in Mossad, that he has a Jewish father and a Muslim mother, and his father works for Mossad. Gibbs shoots him in the shoulder at the end of Reveille. Ari kills Todd with a sniper rifle at the end of Twilight. Ziva David kills Ari in Gibbs' basement at the end of Kill Ari (Part 2). Ziva then tells Gibbs that Ari was her half brother.

Fornell is introduced to us in the first episode. Joe Spano's reoccurring role on NCIS is a treat.

In Enigma, Todd says "We've worked with him (Fornell) before." Dinozzo adds "we just don't particularly like him." One of Fornell's agents replies "So you do know him." Gibbs and Fornell have their first elevator chat.

As his character has developed, we learned that he married (and divorced) Gibbs' ex-wife (mentioned as second wife until Shannon was revealed, now called third wife). Fornell had a daughter with her.
